Government of India on the 23rd December, 2005, enacted the Disaster Management Act, 2005, which envisaged creation of the National Disaster Management Authority (NDMA) headed by the Prime Minister, State Disaster Management Authorities (SDMA) headed by the Chief Ministers, and District Disaster Management Authorities (DDMA) headed by the Deputy Commissioners, to spearhead and adopt a holistic and integrated approach to disaster management (DM). Thus giving a paradigm shift, from the erstwhile relief-centric response to a proactive prevention, mitigation and preparedness-driven approach for conserving development gains and to minimize loss of life, livelihood and property.

Section 3 the Disaster Management Act 2005 lays down the establishment of State Disaster Management Authority at the State Government levels. Accordingly for the State of Nagaland, the NSDMA was notified vide notification NO.DM&RR/SDMA/MTG-2011 (Pt) The constitution of the SDMA is as under:-

i) Chief Minister Chairperson, Ex-officio
ii) Minister in charge Home Minister Vice Chairman
iii) Minister in charge Finance Minister Member
iv) Minister in charge Health & Family Welfare Member
iii) Minister in charge Agriculture Member
iv) Minister in charge Transport & Communication Member
v) Minister in charge Works & Housing Member
vi) Minister in charge Public Health Engineer Member
vii) Minister in charge Urban Development Member
viii) Minister in charge Planning & Co-ordination Member
ix) Minister in charge Power Member
x) Parliamentary Secretary, RR & DM Member
xi) The Chief Secretary Chief Executive Officer, Ex-officio
xii) The Commissioner/Secretary of Home and Disaster Management Secretary, Ex-officio

The constitution of State Executive Committee (SEC) comprise of the following members:

i) Chief Secretary Chairman
ii) Additional Chief Secretary & Commissioner, Nagaland Member
iii) Additional Chief Secretary & Development Commissioner, Nagaland Member
iv) Agriculture Production Commissioner Member
v) Principal Secretary/Commissioner & Secretary, PWD Member
vi) Principal Secretary/Home Commissioner (Disaster Management) Member
vii) Principal Secretary/Commissioner & Secretary, Power Member
viii) Principal Secretary/Commissioner & Secretary, Finance Member
ix) Principal Secretary/Commissioner & Secretary, Health & Family Welfare Member
x) Commissioner & Secretary, Geology & Mining Member
xi) Director General of Police and Director General of Home Guards & Civil Defence will be special invitees. The SEC may invite any other considered relevant to the Committee.

However; NSDMA began its journey on January 2011 with a support from GoI-UNDP DRR Project. There was no manpower nor any officer posted at NSDMA. With the support of GoI-UNDP, full time State Project Officer was recruited by UNDP and posted at NSDMA Secretariat to initiate an institution for Disaster Management in the State. Nagaland State Disaster Management Authority (NSDMA) took its shape in its organization structure with the appointment of full time Secretary along with other officers on contractual with the support of GoI-UNDP.

Currently, NSDMA secretariat is headed by Home Commissioner as Chief Executive Officer Shri J. Alam (IAS) and a full time Secretary Shri. T. Ao (IAS) at the administrative level. The Program and Establishment unit is headed by State Project Officer Shri Johnny R along with Accounts Officer Shri Khekaho, two Junior Section Officers Mrs. Lichungbeni & Shri Yakholoma, Coordinator Relief and Rehabilitation Shri Jonjibemo, State Media Officer Ms. Keren Rose, Training and Capacity Building Officer Ms. Khrolo Koza and Coordinator Response Shri Inaka and Ms. Rokokhonou as District Project Officer attached to NSDMA Secretariat and one peon.

At the District Disaster Management Authority level for four District Project Officers (DPOs) namely DDMA Kohima, DDMA Mokokchung, DDMA Dimapur and DDMA Peren, Districts Project Officers were recently recruited with the support from GoI-UNDP. The following DPOs were recruited;

1. Shri Rendemo DPO for Dimapur

2. Shri David DPO for Peren

3. Shri Thejangulie DPO for Kohima

4. Shri Temsuwangshi DPO for Mokokchung
